examples of how some states are altering their programs to offer services while exercising fiscal constraint. Topics include
strategies for meeting long-term living services, rebalancing initiatives and related policy, fiscal and political factors,
how these changes affect the provision of long-term care services, and what the provider-level impact of these changes is,
including mitigation strategies.
